fix(infra): replace coalesce with conditional in secondary_region_cluster_mesh_name
coalesce errors when every arg is empty (the not-in-mesh path). Switch to a conditional that yields '' when both the per-region override AND var.cluster_mesh_name are empty. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
